The county clerk is the keeper of all county records. Duties of the county clerk’s office range from administering elections to conducting a great deal of the state’s taxation duties. The complexity of the recording process, along with the volume of work and the many different types of instruments required to be filled in the clerk’s office, place much responsibility on the clerk.

Welcome to the Wayne County Clerk’s Office – Serving as the County Clerk, Recorder, and Election Authority, our office provides essential government services that support the residents, businesses, and public officials of Wayne County.
Primary Responsibilities of the County Clerk’s Office:
Records Management & County Filings
As the official custodian of many county records, the Clerk’s Office maintains and safeguards a wide range of documents filed within the county. These include notary public applications, liquor licenses, mobile home records, assumed business name registrations, landfill permits, civil suits, and delinquent tax filings. The County Clerk oversees the records management system to ensure these documents are organized, preserved, and accessible.
Support to the County Board
As clerk to the County Board, the Clerk attends all board meetings and prepares accurate records of official proceedings. The office also maintains documentation of financial accounts and processes claims and expenses related to county operations.
Land Records & Deeds
The Clerk’s Office manages documents related to property ownership and land transfers. In accordance with the Plat Act, a completed affidavit is required when recording deeds or transfer documents. Forms can be submitted via email to waycoclerk@waynecountyil.gov or delivered in person.
Tax Extension & Levy Administration
Each year, the County Clerk calculates tax rates and extends property taxes based on levies submitted by local taxing bodies. This involves applying the certified tax rates to assessed property values and submitting the totals to the County Treasurer. The office also handles delinquent tax collection and manages abatements such as those for Enterprise Zones.
Additional Services
The Clerk’s Office provides various services to the public, including genealogical record searches, notary public registration, assistance for courthouse visitors, and guidance on obtaining licenses and official documents. The County Clerk is also the keeper of the official seal of Wayne County.
