SUPERVISOR OF ASSESSMENTS

The Wayne County Supervisor of Assessments’ office is dedicated to establishing an equitable and unbiased system for property valuation.  Additionally, we strive to enhance public understanding of the Illinois property tax system. Our approach is grounded in principles such as transparent communication, professionalism, fairness, and integrity.

Responsibilities of Our Office

The Chief County Assessment Officer’s responsibilities are aligned with state laws, regulations from state agencies, and the overarching administrative policies outlined in the Illinois Property Tax Code.

Furthermore, the office oversees a comprehensive database encompassing more than 35,000 records, including ownership details, addresses, exemptions, sale prices, and other crucial information. It is tasked with the management of the county’s Geographical Information System (GIS), ensuring regular updates with over 200 changes in land divisions and combinations annually. This process involves retiring old Parcel Identification Numbers (PINs), issuing new ones, and ensuring their alignment with the corresponding tax bills.

The Chief County Assessment Officer (CCAO) offers technical guidance to township assessors in performing their duties and coordinates assessments to maintain uniformity throughout the county, utilizing equalization factors. Detailed reports are prepared for the Illinois Department of Revenue (IDOR), outlining the value in each property class type in each township and countywide.

Statistical analysis of data is conducted to verify if assessed values fall within the mandated range. If necessary, equalization factors are applied to bring them into compliance, aiming for a countywide 1.00 multiplier issued by IDOR.

The Chief County Assessment Officer (CCAO) is the Clerk of the Board of Review. This arrangement allows for the provision of background information on how assessments were determined. The CCAO also plays a role in preparing evidence and testimony in all assessment appeals.
